2025 Green-E Energy FAQ

As we move into Blue Sky’s 25th year, the program is making a change to its Green-eEnergy certification.
Here’s what you need to know:

WHAT IS CHANGING?

In 2025, the Blue Sky program will no longer be Green-e Energy certified. Blue Sky will continue to be overseen by the State’s Public Utility Commission* and audited annually by a different third-party organization to verify the renewable energy purchased on your behalf.

WHAT IS GREEN-E ENERGY?

Green-e Energy is a third-party certification program run by the Center for Resource Solutions, a nonprofit organization that creates standards for voluntary renewable energy programs.

WHEN IS THIS CHANGING?

The change went into effect on January 1, 2025. While you don’t need to take any action, you can change your enrollment level at any time by logging into your online account at PacificPower.net or by calling 1-800-769-3717.

WHY WILL BLUE SKY NO LONGER BE GREEN-E ENERGY CERTIFIED?

For around two decades, the Blue Sky program has maintained Green-e Energy certification through CRS.

However, new regulations and rules were recently adopted by the State of Oregon, and CRS updated their Green-e Renewable Energy Standard in response. With these updates, Renewable Energy Certificates from facilities delivering electricity to Oregon customers are no longer eligible for Green-e Energy certification.

This means that in order to remain Green-e certified, the Blue Sky program would only be able to source RECs from outside of the West. To ensure that the Blue Sky program can continue to provide RECs from Oregon and the West, we decided to decertify the program in 2025.

The State of Oregon and CRS continue to seek solutions to enable programs like Blue Sky to return to being certified while purchasing regional RECs, and we will be reevaluating Green-e certification in 2026.

WHAT IS A RENEWABLE ENERGY CERTIFICATE?

Because individual electrons cannot be tracked every time one megawatt-hour of renewable energy is generated and added to the grid, a REC is created and used to verify claims around using or supporting renewable energy.

HOW WILL BLUE SKY'S RENEWABLE ENERGY BE VERIFIED MOVING FORWARD?

The state’s public utility commission* will continue to oversee the Blue Sky program, and the program will be audited annually by a third-party auditor to verify the renewable energy purchased on your behalf. Just like before, Pacific Power will not profit from the Blue Sky program.

DO I NEED TO TAKE ANY ACTION?

No action is required from you at this time. This change automatically applied to the Blue Sky program on January 1, 2025.
